Grounded Jetpack Refueling

Jetpack only refuels from bottles when not airborne and bottles refill when using med terminals.

Modifies jetpack behavior as follows:
- refueling from bottles no longer works while the jetpack is on
- refueling from bottles no longer works while affected by gravity if airborne
- refueling from bottles occurs while not at 100% (instead of at 30% or below)
- bottles are gradually refilled while interacting with a med bay / survival kit or sitting in a seat (also oxygen bottles)

While automatic jetpack refueling should occur when standing on a surface, if it's not occurring, crouching will force a refuel.

Does not change jetpack stats and should be highly compatible with other jetpack limiting mods.
