Edicts of the Enclave
This mod was a suggestion over at the Stellaris modding den. I saw this and figured i should make it as it is a genuine and good idea.

What does it do
This mod ADDS an edict for every enclave and gives the respective buff for it. No longer do you need to interface with them directly. The upkeep is based on regular edict stuff so modifiers for that will reduce edict cost will reduce the upkeep for it.

Compatibility
It only adds content even if you were to overwrite the enclaves this should still function on the condition those overwrites do not change the event_target data.

The Curator deal now gives +5% Research speed and +5% Researcher upkeep, just a heads up in case you want to update your edict to match it.

This mod is great, and should be way more visible. It's a godsend for late game annoyances. Clicking those pop ups every few minutes should be considered a warcrime, so thanks for fixing this.

@Gauntlet The relevant edict disables itself as soon as the player makes an agreement with the regular enclaves. One thing i had considered was making a pop-up once the old deal expires and notify the player that there can be an edict for it rather then the regular enclave.

Well firstly, thank you for the mod.

Secondly, obviously if you activate the edict, you shouldn't also be able to manually hire the enclave, as this creates duplicate services and effectively doubles the potential of the enclave.

So I would suggest:

1) Remove the ability to manually agree to something entirely (replace the text with something that informs the player that the option is in their edicts).

or

2) Rejigger the manual agreement to infinite timeline (valid until cancelled by player) and remove the edicts.

I realize in theory player's could just exert "self control" and not use both edict and manual agreement... but self control in stellaris is a myth lol
