That is the result of a hack done with paralaxes. Or, the author design the whole map with a different software. Both ways, this is a ton of work just to get worth it graphics.
If knew how to do that, I'd be ask good coding my own game framework, or working with a game engine that allows more creativity. I use RPG Maker because I can't care to handle neither optimisation nor design on my offtime, so...
