Adds a full advisor voice for Lord High Chancellor Dagoth Ur from The Elder Scrolls III: Morrowind. Made from the ElevenLabs voice synthesis AI

Does not modify checksum (Ironman compatible)

@eithanifisher It should be 4.0 compatible now. It doesn't have any lines from recent updates (Paragons and newer) like most of the old advisors, but I'll look into adding those and it should be able to update without affecting your save

Any plans on updating it for 4.0? I can't believe I just found this and I'm holding off on starting a new game in hopes 🤞🏼

If not, might just have to roll back a previous version because it seems amazing!
