It works for the latest version of Software inc.

Yes, you can have your own bank. Not a physical one, you have the option to develop a digital bank. You just need to enable the mod when you start a new game (data mods can't be enabled mid-game).

Then it will unlock in year 1995, allowing you to develop the banking platform software!

There's a video by the creator of Malware and More which shows you how to create software mods, I don't remember if he says it in the video but the software you need is called Atom it's on github here https://github.com/atom/atom
