Limiting Frame Rate in GPU Settings
If you're using NVIDIA (which is what this guide will focus on), you'll want to:

A: If you're using any monitor above 60hz, follow the steps below.

1. Right click your background, and select NVIDIA Control Panel
2. In the control panel, look at the top-left of the window, and select 3D Settings, then Manage 3D Settings
3. In the right side of the window, select the tab Program Settings
4. Under the Select a program to customize: drop-down, search for this game. Sonic the Hedgehog 4: Episode II and select it
5. Scroll down in the Specify the settings for this program: section, and find Max Frame Rate
6. Click the number on the right side, and set it to 58

If you're using AMD. You'll have to use the FRTC feature. I'm not familiar with AMD, as I've never owned one. But that is how you'll limit the frame-rate in a specific program. Which, in this case would be Sonic 4 ep 2.

B: If you're using a 60hz monitor or below, you can just turn on V-Sync in the same settings menu as the one from above, and it'll limit the frames automatically to the correct limit.

You won't have 2x speed any longer when playing this game in full screen. For some reason, when the game runs at anything above 60hz, it completely brakes. Took me a while to figure this one out, and I thought I'd save the next person the trouble.
