Anti-Robot Uprising Firewalls for Primitives

Description
While Nuclear Armageddon may have been mostly averted with the inclusion of several new events, our dear Primitives have encountered yet another roadblock at the halfway point of Early Space Age:

A Robot Uprising can, and will fire after 5 years if the event pool is otherwise exhausted.
Especially establishing embassies (aka. revealing yourself to Primitives) makes this much more likely since this prevents most of the other events from firing, and in fact allows them to reliably fire as the first ever observation event with them, as seen on this mod's thumbnail.

But with this mod, our troublesome Primitives should finally be able to finish their long journey, and achieve FTL!

(Context for the thumbnail: I just advanced a few Primitives to Space age via console commands, revealed myself to them and let the game run for two years. This was the result.)

Still a somewhat annoying -although much less severe issue thanks to the new had_pre_ftl_uprising flag that prevents it from occuring more than once- as of 3.11 (and is still present in 4.0.10), along with the occasional nuclear armageddon. Oh well...

@Dr. Nolegs That's a pretty good point. I'm not sure why I didn't just do that to begin with, but it's just a singular overwrite for preftl.1010 now. Should now be non-destructive and compatible with near-everything. Thanks for pointing it out!

Why did you edit the entire 00_on_actions file when you could've just done a non destructive edit of one event?
