The added culture and free policy so early in the game from the monument is already strong, but the since the other benefits aren't anything game shaking - It isn't usually a problem, a bit similar to babylon and their early science boost but for culture.
However, considering you can sell a building - You can easily gain the free policy several times by selling and rebuilding the Pillar of Ashoka repeatedly.
Perhaps you could set it as gaining a free monument in capitals? Since you can't sell monuments, this would effectively just be a free policy turn 1, and when capturing a new capital - And would also help buy them some time to build their ancient era UU
Possibly do this along with reducing the culture boost from the monument, and/or making it take longer to gain that boost.
Maybe it starts as with normal or only somewhat upgraded bonus, but gets added boosts after building 7. To vibe with the Major Pillar edicts 🤔🤔
