Planetary features that allow mining of strategic resources are currently underwhelming. This mod makes the following changes to make their presence more meaningful:
-- strategic resource mining buildings provide +.25 motes/gas/crystals but -.25 minerals per miner job (stackable and configurable)
-- the planetary features that allow +1/+2 strategic resource mining buildings increase maximum mining districts by the same amount
-- habitats built over deposits of motes/gas/crystals can build astro-mining bays
--adds a tech that can be researched to allow tier 2 versions of strategic resource buildings (configurable)
