get free static ipv4 address in windows network and sharing centre in the ipv4 adaptor properties

in windows firewall in both inbound and outbound rules add the ports for tcp and udp

find steam.exe=untick box that says block connection tick box enabled tick box allow connection=hooray the steam server browser fixed itself

find everything with viscera in its name=tick the same boxes
find everything with udk.exe in its name=tick same boxes
find everything that says built with udk=tick same boxes
