It's common knowledge that Francis hates things. Be it doctors, lawyers, cop, small towns, vans, taxes, the water.
What he never explicitly clarified, however, was he hates when his pants fall down. So what he's done to prevent that from happening is only logical. Pull those pants way the hell up and fasten them with a belt.

Now he can run around without ever fearing his pants will fall down, for the minor price of absolutely crushed testicles.
