To complete the Survival Guide, you are required to finish the Frost Queen quest.
The requirement to this quest is Raging Bears. This one is notorious for being bugged. If that's the case for you, you just need to follow these steps:
1. Go to the location (doesn't matter if you can't pick the quest from the guide page, as long as you fit the requirement (lvl 41 + previous quest)

CENTRAL PLAIN

There you will find the NPC that will give you the quest.

If you can't interact with it, then just relog.

The same thing is likely to happen with the following quest, just go to the Western settlement and relog if you can't get a quest just outside the gate
