Dragon Breath Wind Spells balanced for SFO! All credits go to Loupi's amazing work

Ever wanted your dragon breath to spray across the ground after impact! Well thanks to Loupi, now they can!!!

I've only slightly reduced the damage from the spray, otherwise just added the effect to the SFO tables.

Let me know about any feedback, and I'll keep my eye on any SFO updates. Enjoy :)
