I'm not entirely sure, as I believe the derelicts don't switch too much in value after they've been assessed. Could be wrong, but I haven't tried to buy one I've stripped for parts.

So it's safe to assume this works in reverse with trying buy a derelict, for example. I found a luxury craft with everything still intact. From the reactor an two hydra down to the toilet, all I did was flip a switch an it came to life. If I go through and uninstall %90 of the rig, the price should drop from 1.9 m to... affordable?
Yes. These modifiers multiply the value of what's inside.
Each piece of hull on it's own only adds ~$5-30 or value to your ship, so size isn't a huge factor.
More rooms generally means more value. But you need specialised rooms, these are worth more than non specialised ones.

I built her up, but I have no reactor or other high end items. Her worth in this picture is ~$1.7M. If I pull the doors she's probably worth ~$1M.

It took roughly 20 hours for me to get to that point, but I was also picky about my materials.
If I just built up a ship from what I usually find, then I could have sold it after about an hour or two, bought a new one and rinse and repeat.
But I stuck to a particular brand and that cost me time hunting those materials down.
Did the room show up as any other type?
The Passenger rooms are very low priority. Gyms, Fridges, RCS Intakes(any), Ship Batteries(Any), Battery Chargers, or Tables could mess with it.
The tag it's looking for (IsChairInstalled) is found on Spacer Stools, Chairs, Passenger Seats (Powered and Off) and Sofas.
As far as the forbidden tags, Sinks, Toilets or Reactors prevent the room from registering at all.
The (IsCannister) tag is odd as it's now empty, not sure if it's iterating all the other more specific tags, so avoid any canisters in the room installed or not, not even your suit O2 bottles.
Final question, did you have enough free tiles in the room? These should be plain, bare walkable tiles.
For a small passenger room it's noted as needing 16 total, so with size of the chairs as part of the requirement, you might need a minimum 32 tiles in the room before furniture, so a 4x8.
