The only two ways I can win is by a cultural victory against them, or by disabling the cultural victory which feels like cheating.
I would remove "Resistance" and "Ballad" From Mondstadt's ability, I feel that it would be easier to deal with them while also maintaining their culture boosts from "The City of Wind" and "Tavern".
