make sure the DV support is on in the settings along with the citizen vehicle number being at least over 1.

they do appear but the vehicles wont spawn

Way points are the nodes from the decent vehicle, that the cars follow. If they don't appear, they won't spawn.

You have to restore waypoints and have the decent vehicle mod installed
