So, you want to be a server host. Here's some things to consider:

First thing to go over is the server settings. Don't put "Camodo O.B. Spy pls join" as your server name. I can almost guarantee they won't join. Also, check for grammar and spelling errors in your description.

Would you join a server with this as its description?
"pancake101 is host rules speed limt 60 mph 40 mph dont rdm no umbron tanks no crashing or lagging cops were default outfit same for fire departsment say rubber duckies when joining or ban"

I wouldn't. Make sure it's clear and concise. You can use line breaks by pressing enter.

Compare the previous description to this one:

1. Don't RDM or VDM
2. Don't spawn any armed vehicles, such as tanks.
3. Make sure to pin buildings when spawning"
etc.

In terms of actual server settings, keep your brick count under 1000. If you have the "Exempt Admins from Restrictions" option set to true, then you can spawn a map cover over the brick limit.
Don't use a whitelisted vehicle list. If your brick count is low enough and you are paying attention, lag shouldn't be an issue. Set explosions to false and guns to true. Make sure building damage is also set to false.

I have a bone to pick here:
Please keep your server at noon. Don't change the time to night, as the Unreal lighting engine tends to get a bit too unreal and your screen will be pitch black. If you want night so badly, set the time to around sunrise or sunset.

Time for the juicy part of this guide.

Don't ban people for speeding, that should be the police's job.

Before banning someone for their vehicle name, make sure it is actually against your rules before banning. Speaking of banning, the longest ban you should ever give someone is a couple days, and that should be reserved for people trying to crash your server.

Give your server members a warning if they break the rules, and ban them if they continue. And for the love of god, give reasons on the ban. Nothing is more annoying than getting banned for 1 year when you have no idea why.

Try to avoid being hypocritical. Don't tell people to get out of invincibility when you are also invincible. I was in this one server where the host was doing that same thing. Someone pointed it out and asked why the host was being a hypocrite. That person got banned for asking a question. If you are in a server and the host is being power hungry to a point of banning members for pointing it out, you have my full permission to crash their server.

Go to Settings > Input Mappings > Vehicle and bind Remove Empty Vehicles to an unused key on your keyboard. This input will allow you to remove empty vehicles when you tap the button, and remove all vehicles if you hold it. Holding this button down should be a last resort, like if your game is running at 2 FPS. If your server is feeling slower than usual, you can tap this button and it should clear it up without angering anybody.
