It it supposed to unlock at 5:52.
If there's no option to click the rat, try going to a different scene/switching characters, come back and try again.
Unfortunately, I don't remember if there are others rats in the world.

And how do we get the "I See Monsters" achievement? I did try to click with her those insect-rat-monsters but it didn't work at all.
