You have to do five small jobs in each city, except for Raven Rock and Riften. You should then get a big job for each city, and then when you complete those, you'll get the quest.
BONUS: The 5 small jobs in each city can be done by talking to Vex And Delvin

After doing 125 jobs for either Delvin or Vex you'll get the Thieves Guild's Safe
