I don't think the sydney is that bad, It's pretty good actually but for obvious reasons not better than stock, definetally better than what most people think tho, and this guide is gonna explain why!

Basics of the Faster Charge Rate
This buff is the main reason this weapon is any good, here's why.

People tend to forget how strong a 25% faster charge rate for the scope really is; it's basically an advantage against second scoping snipers (just hit the body instead of the head before they scope back in) which is a huge deal when trying to counter a very skilled sniper that's destroying the team, or a pesky scout that keeps getting cheeky kills, or even a medic that won't stop farming ubers to keep the enemy team going - all it takes to get rid of these is a single charged bodyshot, barely any skill or time is involved to get it done just because of that single buff.
Tunnel-Visioning & New Players
Hard-scoping/tunnel-visioning is what this weapon was designed for; the faster recharge allows you to balance focusing on targets for less time that you would with stock sniper (because of faster recharge..) so you can scope out and run from a situation if you feel the slightest of dangers coming your way and barely get punished for loosing your charge.
This makes target prioritizing and situational awareness more balanced with the tunnel-visioning playstyle (which most new players tend to do) which makes things much easier, especially for new players - that makes this gun a "utility tool" for new players to learn the basics of sniper, without encoureging them too much to tunnel vision without looking around once in a while!
Mini-Crits on Headshots
Before you say that this gun makes new players bodyshot instead of headshot their targets all the time, take a look at this stat!

The mini-crits on headshots gives the player a reason to aim for heads on targets that they know they can hit based on their skill, while not making the weapon completly busted for veteran players (they'd mostly prefer going for stock or any other rifle because it rewards their skill with much more DPS).
It also teaches new players to think fast and go for headshots when they don't have enough time for that fully-charged bodyshot and go for a quick-scope instead. While it won't do the same damage as stock, with the faster charge rate the damage output would be close.
NOTE: this weapon is NOT intended for quickscopes, mainly tunnel visions, hence the debuff's existence.
The Useless Stats
The rest of the weapon's "buffs" are pretty meaningless for most players.

The "piss on hit" buff for the gun is just a cherry on top for me, doesn't do much but with a communicative team, good target prioritizing and situational awareness, it can still be somewhat decent and maybe even save a teammates life.
NOTE: some people consider the weapon a supportive take for Sniper, which sounds good on paper but less in-game - the "piss on hit" just dissapears way too quickly, especially with a medic healing the target you're going for, usually don't count on a teammate using your piss to kill a target, but you CAN extinguish your teammates with it and save their lives!
The reduced cooldown for Jarate after headshots is pretty useless, mainly because you don't wanna pair this gun with the Jarate, but with the SMG, it can help you finish off targets that barely live after your charged bodyshot/headshot with a quick spray of bullets (which can also be slightly paired with the "piss on hit" buff)
THE TOXICITY FACTOR!!
OHHH YOU JUST LOVE IT WHEN PEOPLE GET PISSED AFTER YOU BODYSHOT THE ♥♥♥♥ OUTTA THEM DON'T YOU???? YEAHHHHHHHH!!!!! THE INSTANT TAUNT AFTER THE KILL, THE SATISFACTION AFTER READING THE RESPONSE IN CHAT, THE THRRRRRRILLL OF BODYSHOTTING SOMEONE FROM THE OTHER SIDE OF THE MAP JUST. BECAUSE. YOU. CAN FEELS AMAZINGGGG!!!!!!!

Conclusions
While the damage reduction with headshots is quite harsh at times and might get you killed/punished for quick-scoping, it's there mainly because this weapon is a 100% CRUTCH, by definition this thing helps you deal with the difficulties of playing sniper while reducing your DPS to help you do what you'd have a harder time doing with stock, just like the Loch-n-Load does; you can go for body-shots if you tend to miss headshots (skill issue) and tunnel more often with a lighter punishment for doing so, something that could teach new players that your life is more important than your charge. And no, it won't exactly teach them to go for bodies all the time, because there IS a small reward for headshots too, which could encourage them to git gud and aim for those tiny lil' heads.

In other words, if you're looking for a different way to play Sniper, always missing your headshots or a new player that needs a little extra to learn the basics of sniper, this is your go-to/warm up gun.

I encourage you to try this gun, even if you're a veteran with 10k hours on the game or some dude that just installed it, go out there, have some fun and when you get that disgusting bodyshot, taunt and send them a link to this guide after you ask them 'how does my piss taste in your mouth?'
