The Problem
Do your shadows look like kind of like this?

This issue also seems to happen with hair and pretty much any place where tiny rays of light have to poke through lots of little holes.

Thankfully, there's a fix. kind of. it's more of a band-aid fix.
AMD Cards & Steam Decks
If you're using an AMD graphics card or a Steam Deck, try these settings:

Fidelity FX Sharpening: On
Sharpness: Adjust to your taste
Anti-Aliasing: TAA

TAA will smooth the shadows out, and AMD Fidelity FX will mitigate the blurring that TAA adds. Overall, this is a net gain and the best settings I've found to fix grainy shadows. If you know of other fixes, please share them in the comments.

(Steam Decks are included in this section because they use AMD hardware. I don't have a Steam Deck, so if this fix doesn't work on Steam Deck, let me know and I'll edit the guide accordingly).
Nvidia Cards
If you have an Nvidia card, you can fix grainy shadows by turning on DLAA. DLAA is the smoothing component of DLSS without the sampling, so it smooths out the shadows. Of all the fixes I've tried, this is my personal favorite.
