Killing monsters
Level as you would normally by killing monsters and doing quests. There are monster drops that are used for repeatable quests and it is advisable to pick them up for the quest while leveling. Do note if you are 10 or so off the amount of items from the target quest requires, it might be a good idea to look into buying the rest from other players for the experience.

The repeatable quests that uses loot are as follows:

where are these quests located exactly, i found empty message board telling me to get a permit to use it but thats it.

Wrong, they are talking about the capital city (Varlone). Not Elgore.

These quests can be obtained in the middle of the main town (forgot the name) from a billboard. These quests are daily so you can repeat them only once a day.
