Updated for 1.8

Create Opium using sulfur, oil, and fertilizer inputs. The basic PM and building are unlocked at the malaria prevention tech. The improved process is unlocked at antibiotics.

FYI, all buildings now use "icon =" instead of "texture = " so any building mods require a small update.
