Enhanced destruction (new perk)

Description
This mod adds a new perk to the destruction tree, it multiplies the base damage of destruction spells with a maximum of 175% instead of the old 150%.

The perk require all the perks for shock, fire and frost to be unlockable.

If there is a perk/spell you want me to add/fix, feel free to ask.
