ive found a fix, it is possibly one of these things
change their assigned rooms
pick up and move the location of the facilities ( yes you lose the current product)
change the assigned tasks
change the allowed products in the facilities

True, having the same problems in the late game.

Products that only need to be packed won't be packed or hauled to a storage spot.
It's a game breaking bug at the moment.
