[1.13] More Limited Army Size

REALISTIC CORPS AND ARMY SIZES :) Real generals command a handful or just 1 divisions to personally command, depending on rank. This mod limits divisions to 6 for generals and 12 for marshals. 'skilled staffer' trait is unmodified, you gain 6 more divisions and 1 more army group.

100% compatible with mods like Kaiserreich, TNO, Road to 56 RT56, Millennium Dawn, Great War or Equestria at War.

-need to create new generals eventually for more armies
-more armies mean more micromanagement and frontline cleanups
-could mess with AI, untested

I recommend also using my More Cheap Field Commanders mod and the WTF No Limits - Political Power/Command Power/Experience mod.
