YOU CAN USE THE DLC NOW :) Each division leader cost 1 CP to hire and then 1 more CP added (multiplicative per existing leaders), max price capped to 40 instead of 100. Germany needed 100 to recruit a general at game start, moronic design. An NSB DLC corps spirit lowers it by half again.

100% compatible with mods like Kaiserreich, TNO, Road to 56 RT56, Millennium Dawn, Great War or Equestria at War.

-cant have 0 or would break the game
-could- mess with AI, untested
-unbalanced, who cares

I recommend also using my More Army Size Limit mod to force more generals and WTF No Limits - Political Power/Command Power/Experience to get more CP.
