All of the links in the official forums are long dead, so as far as I know there's only one place to download mods for this game:
https://archive.org/details/endless-space-mods

Each mod's folder goes in Documents\Endless Space\Disharmony\modding.

If you know of anywhere else where mods for this game have been reuploaded, please link them in the comments.
