A small mod requested by Spinda7 over on UrsaRyan's Discord server felt that poor City States were badly treated when near powerful Loyalty exerting nations such as Eleanor or those who used the Mandala State policy. With this mod, all City States are now always loyal no matter what.

A fun aspect of this mod is that it also supports Rise and Fall ruleset.
