If you're like me and you find the jerky camera movement make this game nearly unplayable then here's the fix that worked for me:

Turn OFF DLSS / FSR...yeah I'm serious.

Don't ask me why, but DLSS and FSR both introduce this really strange stutter that happens basically EVERY second which makes the camera movement jerky and obnoxious - especially in cutscenes.

You can also FPS limit it to 60...seems to only be an issue above 60.

Oddly Judgment didn't seem to have this issue.

Made this guide 'cause I can't find ANY other post online about anyone having this issue, but I found it so annoying and there's bound to be someone else out there that runs into this.
