Overview
First move the window to the monitor you want. 
Comments
First move the window to the monitor you want.
Un maximize blender.
Then save the startup blend file from file > default.

Next close and re open.
Now maximize blender. Save startup file again.
You're all set now. close and re open to be sure it works.
