You can create a dedicated server via instructions and setup script at https://www.iosoccer.com/server-manual

You may want a temporary server (called a "listen" server), which you can do by clicking the "Create Server" button on the main menu of IOSoccer, type sv_lan 0 in console, and then you also have to "open" or "forward" the ports via your router, similar to https://portforward.com/counter-strike-source/
27015 TCP/UDP (game transmission, pings and RCON) - Can be changed using -port on startup
