Evac Costs an Action

Description
A config-only mod that makes `evac` cost an action, making `evac` more realistic and more interesting.

It makes `evac` harder since you now need to stay much closer to the evac zone, blue move into the zone and then evac. There might not exist enough proper covers to hide behind.

You may use non-movement-only action (like Run'n Gun) to evac, but not the movement-only action.

Phantom Evac also costs an action with this mod.

oh PERFECT, i can finally remove one of the few remaining things that make the game forgiving.
Now just to nerf mindshields..

Feature request: add a config for Phantom Evac as well, from the so-named mod.

Aditionally, it would be cool if you allowed Evac to be done via any kind of action, both non-movement-only (Run 'n Gun) and movement-only (Implacable).
