No, I don't think you need to have only one option, only one side. The ship should be completely capable of facing different situations, for example, when facing a swarm - you want to turn on both sides.
What I meant is to increase the versatility of guns serving crew roles.
For example, I know that I will be using only one side, so I turn off the other side, but I don't want off side crew to just sit in their idle room, they can be helping with other stuff.
I can also switch working side with hotkeys, it is very quick. And your placing of crew rooms is very efficient already, in my opinion, so switching of sides will be quick.
But I'll keep your idea in mind. Maybe eventually I'll make a ship that can switch the sides on which it orbits and constantly turns off/on the according weapons. I have tested an idea that is similar to that with 360° ions, but I haven't made it into a finished ship yet.
