How come 1 turn conversion only affect settlement buildings? It can't be made to affect all buildings?

download and install this https://github.com/Frodo45127/rpfm/releases
open the mod using rpfm (should be under packfile/open from content)
go to campaign difficulty tables
change the values
then save as new mod (my_3_turn_mod)

Can you please create a mode that can only give player factions the capabilities ( reload, range, ammunition, damage), etc. that archers need? ㅠㅠ i'm so sorry..

I've been searching for the mod for 2 weeks and couldn't find it... please sir...
I've found some modes, but it's already been 7 years since they haven't updated them to this game..:steamsad:
