If you own the licence to a game on steam - you own the licence to every version of that game (unless some legal trouble arisesed or the publisher/developer goes berserk by requesting steam to completely take down their game and developer/publisher account from steam) .
There is exists a tool that allows to download any version of games that you have purchased . Just google how to set it up and use it .
Sure , "steam beta branch" is a much more user friendly solution than some 3rd party tool .
But since REDCON is a single player game , modding of the 1.x version will never die . Even if the devs remove the beta branch (which i doubt) , the game will still be legally downloadable from the steam servers .
unfortunately the "res" folder got ultimately nuked, means no more mods...
...but don't worry, the devs actually decided to keep it for some time, quote, "so modding doesn't die out." I guess we got a second chance from the devs, thank you hexage
Since this game has so little of official modding possibilities , sure , if you want to call "retexturing" as "modding" , its ok .
This game deserves an official modding toolkit
But for anyone who interested in "mods" :
Community members of this game is extremely passionate and dedicated to make this game have more replayability , so that they try numerous times and each time achive to create better and better "sandbox save" files .
As you can guess from the name - it is a 7% campaign save file with all possible forts/weapons/utilities/defences/perks/medals .

Well , i'm not exaggerating about the passion and dedication of this community members .
These save files were created using RAM modification with a program that can cause you to get valve anticheat ban in multiplayer games . You have probably heard about this programm :)
