Fewer Law Restrictions [VTM]

Carries forward the Law changes from VTM, with the following alterations:

Command Economy can be combined with any government (except Anarchy).
Cooperative Ownership no longer requires Council Republic, but does require the Socialism tech.
Private and Public Schools can be combined with State Religion.
Women's Suffrage no longer requires voting.
Elected Bureaucrats can be combined with any government.
