Step 1.make sure your monitor is running at 60hz(If you have a over 60hz monitor,at fullscreen by Default the game also will force your refresh rate at 60hz)
Step 2.Enter the gpu control panel and set your game exe to vsync forced off(amd/intel/nvidia All have their corresponding settings)
Step 3.run the game with windowed mode(Borderless Gaming was a extra options for fullscreen gameplay experience,free download at github release page)*If you want run any 3rd party software with game at online mode,you should take your own risk.No one can guarantee that there will be no risk of banning

This method should work for other dark souls games(but not Dark souls:Remastered,method of DSR at here) on PC
