Step One, Find the Executable

Find this cog icon on the game's page in your library and click it to show a drop down menu (or right click in list view).

Select 'Browse Local Files'.

Find the highlighted application/executable file, and right click it.

Open it's properties window (will look different on Windows 10).

Step Two, Change Scaling

Within the compatibility tab, select 'Change high DPI settings'.

Change settings to what is shown here. If it doesn't work, try switching around these settings.

Done! :)

Not sure why no one has fixed this simple scaling bug in over 20 years, but at least the fix is simple enough.
