I didn't have the dbghelp.dll file but I did everything else (without installing Zero hour just Generals) and it worked. Game launched and I just adjusted the resolution in options.ini to my liking. Epic Save sir.

Since it didn't wanted to generate the options.ini file for Zero Hour and start, I just copied from Generals... :D Now it works.

Mr.Crackodile, You dont actually have to complete every step. Each step is there to solve a different issue that CAN prevent it from working. So try it without the file and see if it works. If it's still not working and you can't find the file do the following:
1A) Make sure your file explorer is showing hidden files by clicking the 3 dots, options, view tab, and enabling "Show hidden files, folders, and drives"
1B) If it shows up then go ahead and complete step 6.
2) You have a different thing preventing the game from working. You actually want to get rid of that file since it only causes issues and isn't even necessary.

what if i dont have the dbghelp.dll file?

It's quite tricky locating the files, but it DOES work. You may have to go to Programs(86) folder then scope around in there to find the games files. Or you search under users, you, then the game. The options.ini file was also tricky to find, I ended up doing a search for it under certain folders. Once you find it, it really is that easy to copy and paste into the noebook file. The game loads up full screen, looks crisp! the other location you need to get into is just to load up steam and right click the game in your library.

Thank you, this worked.
I can FINALLY play this game again
one note to those who try this fix like I did - step 6 might not pertain to you. I was unable to find the file he mentions in this step, but it wasn't relevant. after completing the other steps, the game launched.
nothing like a sense of victory before even playing the game
