you can try installing patches 1.01 and 1.03

this is an example of running gog game in steam, if you want you can specify:
"C:\Program Files (x86)\Steam\steamapps\common\Populous 3\namegame.exe" %command%
Last time I reinstalled, I wasn't getting this error message anymore but the game wouldn't load (with no error message or popup). Nothing happened at all.
My advice would be to reinstall it and install it outside of program files, then install the multiverse launcher
I've set POPTBM.exe to run as administrator. Same error.
