I never had any problems with it before, it has been a while since I last played but I do recall using it a lot.
You 100% sure you're using Area Repair and not Single Repair?

i went for the area repair first as an AoE heal seemed pretty awesome for an RTS. but i've noticed that it does NOT heal anyone else but the primary target....... nothing on google about this either......
