I have gotten the last 2 achievements(A Wholesome Remembrance & The Circle is Complete) not by Dev's fix. The solution is the same as mentioned by Daybe, but I did it without cheat engine, also I have collected all 36 memories before doing so.
What I did was:
1. Update Memories.csv "36;True"
2. Update LastScene.csv to "1".
3. Launch the game and click Continue, it should start from beginning and just play as if its new game.(do double check if the memories still remain as True)
I gotten the achievements upon interacting with the memory of the Flower Wreath that says "Rest In Peace Dear Bernard".
