How to Join the Steam Workshop Beta
In order to start enjoying the Steam Workshop mods and scenarios, you must first opt-in to the beta.

To opt-in, go to your game library

Once there, right-click on your Rise of Nations, then click properties

Then go to the betas tab at the top right and click opt-in. No password is necessary.

Once you've done that, all workshop abilities will be open to you. This includes having the steam workshop available in the tools and extras section, the ability to download scenarios in multiplayer, the ability to subscribe to scenarios in the steam workshop browser, and the ability to publish scenarios.
How to Publish a Scenario (Part 1)
At this point, we assume that you have already MADE AND SAVED a scenario in the Scenario Editor. That is, you went to the Scenario Editor, made your Scenario, and saved it (it will most always save in the local Scenario Directory). So basically at this point, you made your own Scenario.... and you clicked "Save"

So right now, Alt+Tab out of RoN.... then open up your File Explorer, and go to this directory:

C:\Program Files (x86)\Steam\SteamApps\common\Rise of Nations\mods

Now what you're gonna do, is make a new folder here..... call it the title of whatever your Scen is (for an example, we call this one " Random New Scenario Name"....

Now, go into that folder hat you just made...... Now we're gonna have to make one more folder.... normallly (back in the old days) you could just put ur files here.... but this needs to be tagged as a "Scenario", so ALWAYS ALWAYS ALWAYS, we have to make a "scenario" folder there (no matter what u name your Scenario as in the previous folder)

.
Now..... go to this directory:

C:\Program Files (x86)\Steam\SteamApps\common\Rise of Nations

This is where you would have made and saved your Scenario in the Scenario Editor. Select your files from there, as such:

Now, place them back into the "scenario" folder that you made.......

How to Publish a Scenario (Part 2)
Ok cool, so if you're here, you set up your files and put them in the proper directories....

Now, go back to the Main page of RoN, and go to Tools&Extras->Steam Workshop. You should end up here:

Now Make sure to click on "Reload Assets" to refresh your Scen files. It will restart the game for you very quickly (takes like 5 seconds). Now once that happens, go back to the Workshop page on RoN, and your scen should show back up (notice the name "Random New Scenario Name")

So now, you will see that the "Publish Mod" button is now ready to be pressed. Click on it, then type in a Description Name, and then press publish. This is what it should say after like... 30 seconds:

After that, click "Reload Assets" one more time. It will restart your game again (only 5 seconds), and then thats it.... you have a non-local copy of the game, and you can play it on multiplayer now!
