Why doesn't my keyframe_jump key go forward?!

Because blender is stupid and dimmed means the same thing as unchecked, ONLY on checkboxes. On other controls it means the control is in its default factory setting.

You think these two settings mean different things? WRONG

You have to uncheck the box and recheck it to be able to trust it. A dimmed checked box in the keymap means it's disabled. [ACTUALLY, it means it's in a stupid ♥♥♥♥♥ wucky state where it mimics the last input which had a dedicated direction (that would be a bright checkbox of either chcked or unchecked variety)]
The only way you're getting that check to mean something is if it's not dim.
This is catastrophically confusing UI design and wasted an hour of my time. Pray it doesn't waste yours. This is so far the stupidest thing blender has ever done to me
