One Verify Files.
This is important to reset all the files as default and to check if there is an error.
I know you have done this but lets just use it to make the files as default.

  • Right click on game
  • Propierties
  • Data
  • Look for a button that says "verify integrity of files" click there and wait.
Done.
Configure the Game .Exe
Open the Game Folder and activate all of that image shows.
You open the second window by clicking "change config for all users"
You open third window by clicking "ppp config"
Configure Game Properties.
Back on Steam, right click the game, properties and in the first tab (general) search for and empty field named "Parameters" add the following.
-high -novid -windowed -w 640 -h 480 -dxlevel 90

Done. Game should work now.

it would be helpful if you could be bothered to install the english language pack on your windows installattion and temporarily switch to english so ppl can actually read the screenshots.
