Thanks for the answer!
I have found a solution (albeit temporary). In order for the DLC's to work, the current version of Conan Exiles must also be installed.
I can't explain why though. It's probably related to the Funcom launcher, which then confirms that I've bought the DLC's.
And congratulations on your second place, in the Summer Retreat Contest.
I suspect Funcom changed the way the install/version is verified, it used to work just fine.
I'll run some checks, but there's not much to be done from our end if that's the case.
First of all thank you very much Azazane! I used your method to install Age of Sorcery Chapter 3 and it worked fine. But I'm missing every DLC-Pack which I have purchased years ago.
Siptah does not work too.
Is there a way to enable it?

Steam needs to be active as CE needs to be validated each time is launches.
I'm not sure what you're doing with regards to it trying to update, i've been running old builds for years without issue.
