[DX11] Tank Tracks (WIP)

Added: DX11 Support.

Fixed:
- Tracks not being able to re'attach' to the pin for creating loops.
- Some Icons in G-Menu invisible.

Changed:
- Increased HSLA Steel Plates 'MaxIntegrity' to max. (Should make all blocks stronger)
- Increased HSLA Steel Plates 'Health' to max. (Should make all blocks stronger)
- Changed 'DeformationRation' of all blocks to 0.01. (Less collision damage at lower speeds, still takes high speed damage)

Place the first chain in the loop on the side of a block. Aim the next chain link at the pin of the first one you placed and orient it correctly for your design. Keep adding chain links all the way to the end of the loop. After you have placed the last chain link and the loop is complete, you still have a little more to do. At this point the last chain link and the first are not connected, to do this you have to remove the chain link pin from the last chain link you placed. In creative mode simply point at the chain link pin and right click, in survival use a drill. Once the pin is removed, look in the G-Menu and get a Chain Link Pin. Place the new pin so that it connects to the FIRST chain you placed. Notice that the pin has a groove in one end, make sure that when you place it is on the same side as the groove in the side of the chain link, if you do not do this, when you place the pin, the chain will try to spin 180 degrees. The reason for this is because the chain link pin is actually a rotor part like the top piece on a rotor, so placing 180 degrees would be like placing the rotor head upside down. After you have the whole thing connected, move on to the Sprocket. Place wherever you need them, use pistons if you want to tension the chain. When placing Sprockets on rotors be sure to adjust the rotor displacement so that the sprocket lines up properly with the chain. For Large Ships, the rotor displacement should be set at about 5 cm, for small ships -7 cm.
