The lift has to stand 1 step above the ground or it's blocked by the retaining wall. Lining them up you ought to be able to put a 2-long belt between them but it wouldn't do that. I think that's a bug, myself, as in other places I have unsupported short stretches of belt between 2 lifts. The top level one wasn't an issue though and seems not to have any pillars by the lift. I don't see why the middle level one was a problem.
