You can use Google Maps to discover that this coordinate is located in the northern part of Naissaar Island, Estonia, within the Fortress Park (Kindluspark). It is the Peter the Great battery, also known as number 10A (Patarei10a).

After the Russo-Japanese War's Battle of Tsushima in 1905, where the entire Russian fleet that had departed from the Baltic Sea to the Far East was destroyed, Tsar Nicholas II ordered the construction of a line of coastal fortifications in the Baltics. On Naissaar, the largest artillery batteries of the Peter the Great Naval Fortress were established, intended to close off the Gulf of Finland up to Porkkala and the sea routes to Tallinn.

Construction work began here in 1913 and lasted until the end of 1917. Then came the October Revolution and Tsarist Russia became Communist Russia. Instead of building forts, they had many other concerns. By that time, the southern tower, by which we are now, was left unfinished, only the stone foundation, the outer walls and the cylindrical concrete base for the armored tower were ready to be built here.

When the Russians hurriedly left Naissaar in February 1918, they tried to blow up all the batteries at once. The objects were mined and the fuses were connected to the existing telephone lines, through which they were simultaneously activated from the central port. But the local forest ranger was able to cut several wires first and so the battery did not explode.

In 1930s, the Estonian Defense Forces considered ending the construction of the southern tower of 10 A and equipping it with heavy weapons. Unfortunately, the implementation was considered too bulky and expensive, and so it has been at the mercy of nature for over a hundred years. However, the central ammunition depot of Naissaare was built in the northern tower of 10 A, which was completed shortly before the World War II.
